Steve-Horse racing industry maybe? Claiming is a common and popular way that owners buy race horses. Many races on a 10 race card may be designated as "Claiming" races. You enter your horse at the risk of losing him/her. Anyone can claim the horse at races end as long as they come up with the funds to cover claiming price.

A claiming race is one in which every horse is for sale at the price specified in the race conditions. For instance, in a $10,000 Claiming Race, anyone who has an account at the track may buy any of the horses in the race for $10,000. Any purse money won during the race goes to the old owner, but as soon as the gate opens, the new owner takes possesion of the horse.

This is a clever way of regulating the level of competition. If a horse is enterred in a race at a claiming level too high for his ability, then he has little chance of winning. If he is enterred at a claiming level that is below his ability, he has a good chance of winning, but someone else may realize his true worth is greater than the claiming price and buy him. This motivates owners and trainers to find exactly the right level for their horses.
