I would save the money you plan on using on a submission service and deposit that into a PPC se account. I have tried many se optimization services and I have not found one that is extremely effective. Start out simple, build your web site with all of the bells and whistles in the meta tags. Use a decent amount of keyword density througout your page and purchase sevaral domains that correlate with the keywords you would like to target. If you are trying to sell asian rugs register (if available) something to the effect of asianrugs.com, asian-rugs.com, cheap-asian-rugs.com etc.
Place a tell-a-friend link on the page, solicit possible candidates for reciprocal linking and submit it to the human edited directories like dmoz and yahoo. Once you have done any of the following I would then concentrate on PPC se's. Be smart and bid on cheap misspells, bid on competitors web sites url's (if the PPC se will allow this) for example, in the suggestion tool if rugs.com is searched for bid on that term. The more targetted cheap terms the better your ROI and your conversion.
My two cents in generating traffic, take it as you will.
