do I have to pay for ownership transfer?

I don't know of any .ca registrar that charges for "ownership transfer", not Tucows/OpenSRS in particular. Moreover, any extra transfer fee should be well agreed mutually BEFORE the transaction. And to claim ownership in Tucows, you only need the username and password (PLUS CIRA's login combo for .ca); make sure yours is NOT a sub-user account and change the password right away.
