Verisign's .com and .net drop starts at 2 pm eastern time.

And, the drop generally runs between 20 to 30 minutes depending on
the quantity of domains dropping.

Here is the simple trick that most of us use if we are not sure.

Check the whois of a bunch of the high profile domains that might have
dropped in the past couple days.

Take notice of the created date and time.

And, then, figure out what that time would be in your time zone.

For example, here are a couple of info's that dropped in the past couple days.

GUW.info
expat.info
w-d.info
vik.info
b-x.info
ufo.info

If you don't know what high profile domains have dropped in that tld.
Use DNJournal.com weekly sales report as a starting point.

I wouldn't bother with catching popular names, big companies will get those before you do.

Yup, I think you are right... Just looked, all those names were registered a few seconds after they droped (usually by pool...)

Does it mean that all .com and .net domains that should be dropped on 15.09 are being dropped right now (i'm not sure because of timezones...)?

Are you sure? iami.com, a domain name I've been monitoring for past 3 days, is still pending delete and drop date is Oct 15, 2006...

Yes, I am sure of that time.

However, the whois database may not update so quickly, some times it takes 24 hours after the name drops is normal. What I do is to check different whois companies and, after that time, even with the whois saying still PENDING DELETE, if I really want it I try to register in a couple of different registrars. I got lucky a couple of times, maybe you can be too, but it is more luck than expertise or possesion of technological resources, that btw i do not have. Good Luck!
