There is only one trick to make a ccTLD forum successful, you have to remove the OTHER marketplaces and make it strictly for the ccTLD it is intended for.
We talk about the whole industry but I have removed .com and others from the marketplace because there are forums that already do that.
We are now exclusive .ca and anyone looking for that seeks us out, we do not try to be anything else and that has grown us into the biggest .ca resource in Canada. In fact all the big brand forums have almost no .ca talk because it does not make sense, they just as covering .com makes no sense on a .ca forum.
I wish the other forums would stick to their language and their ccTLD, we could really have a network that spans the globe.
Remember no global forum can cover the regional markets thoroughly because of language barriers. French should be french with the french ccTLD etc etc.
Forums don't have to be huge, they have to be niche, representing what they do well and members will seek them out.
My fave is Acorn, it does it well even though I think it should only cover local tld's.

Too bad namepros still does the rule_violation every time another domaining forum is mentioned but if I have my way they will eventually open that up and truly join the network of domaining forums.
I encourage all domaining forums to look at the bottom of DN.ca and join the Domain Forum Friends network. I started that to help everybody, it only makes sense we share regional links without thinking anyone is stealing traffic or members. If I am a Canadian I will join the global and regional forum, there is no competition, it's about who does what that counts.
PS. Remember people have second languages so they will probably join Global, Regional (where they live), and whatever other language they speak.
