Obviously popups are a NO-NO
What else?

if its a non targeted audience its probably hard to make some significant money without using lots of popups.. You won't get any returning visitors but you can probably optimize things to get about $5CPM or something combining popups and paid CPM banners etc..
hard to say how long popups are to be profitable though with more and more people using popupkillers and rumors that the next version of IE will in fact have a built in popupkiller..
