No, the server doesn't automatically accept an email just because it passes the SPF check. SPF is just another way to block hoax/spoof email (I.e., if PayPal.com is configured for SPF, then a hoax email sent to a properly configured server would be blocked). This doesn't mean that someone who is properly verified by PayPal can send any email to anyone they choose. Even spammers can register their domains for SPF -- that doesn't mean they have free reign to send to whomever they choose, bypassing all spam checks just because they have a valid SPF.

Actually, this is FLe8. flex is a different member here (just to avoid any confusion).

SenderID is the same as SPF -- just two competing standards that do the same thing. SPF is winning, by the way.
