I noticed someone in India took a lot of my images (for which I hold and can prove copyrights) from one of my sites and made a similar site. What recourse do I have as I am in the USA?

Where is the stolen content hosted? India?
 
the nameservers say hostgator.com. I think thats here in the US.
 
Do you mean the nameservers are hostgator.com nameservers, or do you mean the A record in the nameservers points to hostgator.com?
