Why are there so many words that sound the same but have different meanings?

Like to too two, there their.

Why didn't they just make up a new word that doesn't sound like another word?

Do other languages have a bunch of words that sound like other words?

Their, There, They're.
Bow (two different pronunciations) yet bough sounds the same as one of them.
You, yew, ewe.
I, eye

But in Spanish:

Si is not Sí

They actually do not sound the same. The phonetic symbols are all different.

Yes. Some even have IDENTICAL words with totally diffferent pronunciations and/or meanings.
