My initial thoughts on comparing the two was the lack of available free support (forums etc) for Invision, whereas phpbb has a very active forum/community at phpbb.com and other places as well. With this it is easy to pick up advice and mods - I have no experience of installing a forum let alone making changes but I am amazed at what I have been able to do by following snippets of advice from the phpbb forum. I now have a private forum up and running just about exactly the way I wanted it to be, with logo, and other changes that I had no idea how to make when I installed it.
I guess if Invision has good support forums etc available then I could have done the same, but I didn't find it before I found phpbb support (the Invision site support seemed pathetic to me.)

On either of these boards, is there a way to have users and/or mods upload photos into threads?

Sure, for phpbb theres an "attachments hack". But it takes some knowledge so if youre not savvy with things like that, youll be better of asking somebody else do it for you.. :)

On Invision, you just have to go into the Admin CP, and allow the certian member group to upload images, and set the KB limit.
