So with the dot ca the registrant is the only one who needs to be Canadian or have a Canadian presence, correct. The admin doesn't matter?

It is supposed to matter, since the domain is to be used by the registrant, and not for the benefit of a non-qualifying party. If a big multinational company registers a .ca for its Canadian subsidiary, but manages the local domain from some central location outside Canada, that is okay, but it is not when someone sets up a shell to simply redirect to a non-Canadian site outside Canada.
