I don't see why it wouldn't be legal. The person that wins would just log into my account... create campaigns and use the available funds until they run out.

As long as the ads created are within the google adwords guidelines, there shouldn't be a problem.

I have a balance because they overcharged me about $500 about 8 months ago. They wouldn't refund the money... but told me they would credit my account. I kindly agreed, haven't used it much since, hence the balance.

For those that are skeptical, here is a screenshot of the current balance. Notice that the credit was givin on Feb 12th... and just barely used in October.
