I'm seriously thinking of buying a domainname. The owner has reged it to build a website, not to sell it. How can I make my first contacts in order to get a good price?

Just received an e-mail back from the owner of the domain. He wants 20.000 euro for it. Don't think its worth it (its a dutch domain) but anyway, I am happy to own the .com, .eu and .be.
Would be nice to own both the .be and .nl (because of the same language in both countries.
