How can I get paypal to allow me to send instant transfers from my bank account?

I have had the same paypal account since '03 and I have 790 "Seller Reputation" with no complaints whatsoever. The past 2 times that I have tried to send amounts over $2k to someone, I am only allowed to send the money through echeck or credit card. Instant transfer is not an option. I called paypal tonight, and after 35 minutes of arguing, they blame it on their security model. And me, being a software engineer, kept asking them what the security model details are. They kept saying they don't know, it's just the security model. I asked to speak to someone higher up than the supervisor (which I asked for initially), and she said there is no one higher up. Does anyone have any ideas on how to get a higher limit on instant transfers from a bank account? And has anyone else had this problem?
