Do residence, for example, in Alberta have to pay this when they register a domain or only if the registrar is operating out of an HST province?
What if the registrar is from the USA, and a Canadian lives in Alberta, will he have to pay?

However, did anyone find a registrar that does not charge the HST?
What if an American owned a Canadian corporation in Alberta, does anyone know if they would be charged the HST?

Alberta is GST only.

A U.S. registrar would not charge GST or HST but also would not legally be a proper CIRA registrar, as their operations would need to be through a Canadian affiliate. If they perform billing for their .ca business and decide to not charge GST or HST, it is their choice and risk, regardless of location.

If a non-resident used a shell company, be it in Alberta or another province, that company still has to pay GST/HST but could claim any remittances against GST/HST business inputs.

All registrars are now charged HST by CIRA... it's simply a cost that we (unfortunately) have to pass along. And believe me we're not happy about it either.

I'm not a tax expert, but I believe that any registrar based in a province where HST exists would have to charge HST to all of its' customers, regardless of which province the customer is based in.

It's not a cost - it's a VAT.
The registrars will receive the Input Tax Credit when they complete their return.
Joe Public doesn't receive anything back. And those outside BC and Ont. are now funding BC or Ont. budgets.
Not right.

I realize that we as registrars pay nothing extra. The only difference to us is that now we have to charge our customers more... and we're obviously not happy about it.

And I agree it isn't right... believe me I don't know a single person in Ontario who is happy about this. And obviously in BC there's even more of an uproar.
