As long as you meet Cira's Canadian presence requirements, so in short, yes you can be outside Canada, as long as you're a Canadian citizen or an entity that has a business or tm registered in Canada...

ahh right well i cant reg them then :( Well i may as well let you know the domain i wanted to reg so anyone who wants it can snap it up.

Lol...didn't take long for that one to be snapped up. "Pram" is a very English word...not one that you hear people using in North America.
