I think you would have to go all out with the right development (flashy web2.0 style site) and an aggressive urban advertising campaign (fliers, posters, stickers, hats, tshirts) and you might be able to make it work. Perhaps

It got 66 visitors in the last 30 days...
I think think that pretty good considering that not many people even know of the .TO extension..
I was speaking with Kruwreka and we both agreed that in order to make this work someone would need a unique marketing approach.
