I am sure they can do it. However, they are not required to, and thus I am sure they have no interest in automating the feature for the rare occassion they may be asked to do it. You have to realize there are still verification issues plus it can start a major headache if, for example, there was a miscommunication during the (unreguladed) process and the name was pushed to the wrong account.
Smaller registrars gladly do it (although some are starting to express interest in charging a small fee for their time), but large, established ones are too busy to get bothered.
