You won't find what you are looking for, especially not on that budget..
Yahoo rotates hash codes in it's video urls every 30 to 60 minutes.
This requires a custom script to access a Yahoo video every few minutes and get the current hash code. MvScript had this kind of workaround going but had to pull the plug on it when the got a C&D order from Yahoo.

I remember that someone was selling a Mvscript workaround for $300(?) not too long ago...and people were buying!
