I want this domain thats going to drop soon. When should I try to manually register this domain?

Domain not found locally, but Registry points back to local DB.

the domain is not dropping.

where it says it "updated on oct 25" just means that the last update of whois info on the net for all domains.

as you can see there are nameservers in the root directory

I didn't see an expire or created date, so I assumed it was dropping.

I asked this question before but nobody answered it. Asking again how do you differentiate a transfer from a drop? For above example it seems it is a transfer since the updated date is october 16 and it should have dropped at october 22, so it could be a transfer. Other than than where do you look at to make sure my question? You can PM me if you want. Infomrative answers could get some stinky Greg bucks :D

You are dealing with four different databases...
Two whois ... the shared registry (Verisign) and the registrar whois... then the zone (dns) and last the "shared registry" ... any one of which could and usally is out of sync and delayed from
any other ... Check the zone on this name to make a call about a transfer... If it's in the zone it's a transfer (maybe for nothing is 100%)... The
Name servers on the registrar whois are not much to indicate anything... the only absolute is that
if a name is not in the "shared registry" it's available to register even if registrars have whois records still on file.

It is dropping. After you get that message... "Domain not found locally, but Registry points back to local DB.
Local WHOIS DB must be out of date." The domain becomes available 4-5 days later... like clockwork.
