As far as locking goes, every registrar has it. Whether they do it right is another thing.

Cira doesn't currently allow the previous registrar to accept/decline a transfer so the flow would be something along the lines of:
1. Obtain Authorization code from previous registrar
2. Unlock domain at previous registrar
3. Purchase transfer at new registrar (inputing the authorizatoin code)
The rest is handled in real time, should you not have an account at the new registrar CIRA will copy your existing information into a new contact assigned to that registrar alternatively that registrar can assign new contacts for registrant, admin, techs at transfer time.
This will also allow for a registrant transfers at the same time as registrar transfers.
