I had thought the owner of the plural wanted 75k

This will increase the value of the plural. The $64.5k selling price sets a "line in the sand" value for the keyword. Additionally, if a site gets built on the singular, you can bet the plural will get traffic.

I understand paternity tests to be a relatively well paying keyword, so a PPC site could exploit that traffic quite well.
