I am interested in both of these sites, but I can't decide how much to offer the current owners for these sites. Can anyone provide me with a decent appraisal of each domain. Thanks in advance.

neither those domains have a site; they're just parked.
phptutorials.com is nice and you should simply offer what it's worth to you and depending on the owner they may accept $200 to $2,000+
