I was wondering what might be a reasonable asking price for PlanSavings.com, or would it be best to hang on and develop it?

Not a good name,so you must develop it if you want to sell it.
 
I agree with fussyfever i'm afraid mate, it just hasn't got that buzz about it, unless you can build a site as Guiwang suggested to get it noticed!

Check OVT and you will be surprised.
Make sure you check for plan savings (space)
other than savings plan which has a high count, look further down...

Not a super duper name, but you let it drop, and someone at pool is bound to pay $XXX for it :-)
 
Hi,

Google shows 708,000 results for "savings plan" (with parentheses),
and 18,900 for "plan savings." (with parentheses).

The word order will hold the value down, but you may find a buyer who is interested.
