Well, some quick comments - if you have both the .in and the .co.in, definitely keep them.
Perhaps a partnership with a site such as http://www.indianyellowpages.com/ or similar. I did a quick G search for Indian phone directories, but didn't find much - as far as official directory databases go.
I'm sure one exists, and it would be worth a cobranding dev effort.

IMHO: Ditch the .in and keep the co.in ~ $600 for a holding investment of 1 year.
