So if your domain is within the 60 day lockout it will get transferred, against your will, to another registrar thus triggering another 60 day lockout?

.. anyone see a trend? Then, the new registrar shuts down and transfer your domains to someone else, thus triggering another 60 day lockout....

Not sure if that's the case, as the ICANN-assigned registrar simply takes over from where the original one left. At least, that's a reasonable assumption.

The issue is that this mess is happening voluntarily, as Pool is leaving the drop-catching business and they don't want to spend the $$$,$$$ to maintain 85 registrars any more. Of course, in the process they are screwing those that can't move their domains.

Come Monday I hope to have more news from their support, to expose their lack of planning even further.

It may be Pool's fault. Or it could be NameScout's fault. OR the fault of Pool using NameScout.

That's like saying it's the fault of Ebay using Paypal.
