If a domain is being auctioned off by Go Daddy as expiring, does it also make sense to place an order for this domain with a couple of other services, like Snapnames, etc? Or are these domains owned by Go Daddy exclusively?

Expiring means Go Daddy exclusive.

Godaddy ? ... Does GoDaddy refund backorders that are not captured on expiring domains?

Godaddy does not have to 'capture' them as they are still in control, those names are just 'expired', not 'dropping'.
You pay only if:
  • the domain is not renewed in the meantime
  • you have the highest bid (if you are not the sole bidder)
In fact the domain can still be renewed a few days after the expiring auction closes so the domain will land in your account after a week or so.
