Question about Tucows resellers

Are tucows resellers able to deny transfer-away request to another registrar?
Are tucows resellers able to deny transfer-away request to another tucows reseller?

Generally, should I expect any transfer-away issues at tucows?
Additional confirmations etc.?

Any info appreciated!

I haven't encountered any problems with them. They once even let me transfer away domain which was in an expired state.
