Is it against any tos to send exit traffic to domains that are redirected to DS? This is not to inflate stats, but to enhance clicks, searches and popunder revenue?

Sending traffic like that is against their rules; they only want traffic that is more “natural”.

If you sign up for an account and are accepted, they will probably automatically send you an e-mail that lists their guidelines in an easier to read and more thorough way than how their publicly available Terms of Use are stated.
