In terms of property it would be remortage. For anything else it would probably be "transfer"...credit card transfer, loan transfer etc etc. Or if people are looking to merge borrowing then we would call it consolidation.

"Refinance" just isn't a commonly used word/term.

Also, for various reasons, the concept of "refinancing" just isn't as popular here in the UK as it is in other parts of the world.
