Is there a period of time after you first register a name that it cannot be sold on?

Only at a couple of registrars is there a 60 period before it can be transfered out , like at godaddy, but it can be pushed to another members account in that registrar. But at ICANN accredited registrars domains can be transfered out instanly or after 60 days at some ,but can be pushed to another members account instantly after registration , so YES you can sell it anytime after registration . You have to watch out for some of these small registrars like indomains.net though , you can get stuck , stay with the large ICANN accredited registrars.

my registrar prohibits transfer out 60 days after reg, but another thing they do is any change to whois and you still have to wait 60 days. IE phone number change

Yes, you can push it but NOT transfer. This is the same as moving into a newly bought appartment, pay for it and have nothing on paper. As soon as the seller refuse to sell (transfer) you are lost.

That's why ICANN made the 60 days rule and the transfer procedures. All registrars doing hanky panky with domain pushes make you walk on quicksand.

So be aware of domain pushers!
