Robots & META TAGs Clarification - Question...

Please correct me or comment:

1.<META name="revisit" content="5 days"> <=== ROBOT revisits every 5 days META TAG ====>

2.<META name="robots" content="index,follow"> <=== YES ROBOT META TAG==>

3.<META NAME="robots" content="All"> <=== YES ROBOT META TAG ====>

4. <meta name="robots" content="noindex"> <=== NO ROBOT META TAG ====>

for the above number,
1. is this how often (5 days in theory) a robot comes to town to index this page?
2. is this a robot invite - what's the "follow" for?
3. is this also basically the same as 2- what's the difference?
4. is this the robot "keep out" sign for forums, forms and non-relevant pages?

I read somewhere on an SEO forum that most robots are not following the meta tags instructions. I could be wrong though.
