Scripts.ws...PHPNuke error - SetLocale?

I am fixing this site up but I am getting a SetLocale error in the Downloads and Links link, anyone care to offer assistance in fixing this error.

I opened up the index.php pages and found where it mentions setlocale, I tried a few things but I still get an error.

I didnt relize there where more then one mention of setlocale, duh...
