It was possible to perform a last,first name search on the NetSol website, but not anymore.

If someone actually wanted to spend the money, and devote
the time to such a task, it is possible.
Netsol sells their Whois databases (updated
frequently) for $10,000/yr. This includes names, registrars, etc.
