Do you understand that to mean registrars have to offer 1-year registrations as of next Monday, the 12th?

I took it to mean that as from 12th Feb, Registrars can if they choose drop the term to 1 year & drop the prices due to increased flexibility from mtld.
I guess it will take the registrars a couple of days to implement.
Good news.
They also have the go mobile thing & ready.mobi
They are starting there promotion campaign too
