Inside the frameset yes, there are no iframes.

frames are bad news for spiders, so beware buying links inside of framed pages.

Yeah, I made the schoolboy mistake of building one of my sites around frames. Haven't done it since though, it might be an idea to remove the frames rawkinrich

sites in frame is bad, but links from sites in frame is ok most of the times unless the site was intentionally made in frames to sell links.

it matters if you want good to see them linking to you with anchor text. one of the main reasons people buy text links is because of it increasing PR.
