TopCoin is billed as a cryptocurrency for digital goods.
Buyers of new gTLDs owned by Uniregistry, Rightside and .Build domain names earn Topcoin, which they can then use to buy more domain names at the participating registrars(currently those owned by these three Registries).
It is a concept similar to Bitcoin. If you are not into cryptocurrency, consider it as something similar to reward points.
Registries currently give rebates to registrars for selling their domains, but these are often not passed on to the actual consumer. With TopCoin, registries can pass rebates directly to the registrant.
