For Sale Trensfering domain when On Hold

Can a domain be transfered to another registrar when it's On Hold? Or does it have to be paid for anorther year first and then transfered?

It really depends on individual registrars. Tucows/OpenSRS, for instance, has explicitly stated (in their reseller discussion) that expired domains *could* be transferred away.

I always thought it was a registry rule that it could not be transfered .
