BIN is definitely binding, except when both parties agree to relinquish the agreement, or there was some sort of justification, like deceit.

BIN has always been the immediate ACCEPTABLE purchase price. Should a seller fail to honor THEIR chosen BIN I would expect some form of action by admin, it is not a welcome practice on this or any other forum for various reasons. The fact there is no " rule " pertaining directly to a BIN does not mean there are not ethics the community will enforce.
