They're both about the same. Use .tv if you're planning on playing off the .tv branding (the notion that you're a virtual "channel" on the Internet). Otherwise, if you're just looking for a name with no "gimmick" to it, use .cc.

For remembering i'd go with .tv. .cc is not hard to remember either.
