Which search engines would you pay a submission fee to?

If you had a new site and wanted to get good search engine coverage quickly, which SE's would you pay submission fees to? I've seen some that cost up to $299 per year.

What are you recommendations? Or, if you know of an article about this, please post the link. Thanks!
