Who to complain to for not listing Whois info?

Does anyone know the email address I would write a complaint to if there is a domain name with no listed whois info? I want to email the owner of the domain but there is no contact info at all.

Sure it's not part of "Private Registrations"? Where the owner doesn't want to be known.

there's no need to complain some registrars offer to hide your whois info for an extra yearly fee.

Besides, If you complain, and your trying to contact the owner about buying the domain, that doesn't exactly get you off to a good start. You could just send an email to webmaster / admin / sales @domain.com and see if one of them doesn't bounce back...

I used the form in my link to complain about a domain with no contact info. The complaint goes directly to the registrar, not to the domain owner. At that point, it's up to the registrar to contact the domain owner. The domain owner never sees your complaint.
