If you're starting from scratch, I suggest that you just have 4 Forums to start:-

Reviews
Manufacturer Discussions
Provider Discussion
The Community

It's VERY hard to "seed" a forum initially so that it builds up enough critical mass in terms of repeat visitors and (more importantly) repeat posters... but the task is a bit easier if your forums look "busy" from Day 1.

One way to ensure this is, like I've outlined above, to limit the number of forums people can post to at first. Once you have a few hundred registered users and perhaps a thousand posts, that's the time to start reorganizing and adding Forums.
