Creating an Overture Partner Account

Does anyone know how easy it is and what requirements there are to create a partner account with Overture allowing you to create your own customized parking pages?

Isn't it something like 1 Million uniques/month?

I think 2 million searches and 30 million views. But thats for a custom partnership. All I want to be able to do is add their PPC links to my websites. I guess the custom partnership is the only way.

Also, if its impossible for a small fish to create a partnership with overture, are there any simular PPC companies to deal with directly other than through a third party domain parking service? I really don't mind making a % cut by using the parking service, however, I am looking for a more custom front end
