Design help needed - Directory

I need help (well actually I'll pay someone to build) a directory type site. I want it to be the type of site where webmasters go choose the category enter some info and list their sites for inclusion. I would like some advertising on the site, probably adsense, and have the ability as the admin to keep the site fresh, add/remove/move listings ect. Ultimately I would like to charge a yearly fee or a PPC to have a site included, but this could be added after the site is built up a little bit.
