well , without development i think reg fee... but if this turns out like most sites are today, let's say people that cheat, their pic is on the web, people that are pedophiles , their faces are posted.. maybe if people have pics somehow or they took a pic and in the background there were people spitting, then you can i guess post they're faces , in a way to discourage people to spit everywhere, its becoming slowly but surely a law everywhere now to not spit..
