I'm selling an established proxy topsite, with about 30 active members. You can see for yourself at EliteProxies.com. It runs the latest version of Aardvark Topsites PHP. I currently have it set to have instant activation, it takes a few minutes per day to clear out the spammy sites. You can change this to require approval in the admin panel. The site features a custom header and custom buttons as well.
