I don't understand what you mean...are you looking for a free script, one that costs money, or what?

Vbulletin (Owned License) $160.00
A custom unique skin is anywhere from $200 to $1000 dollars.
You can get premade template skins for free or very cheap under $50 dollars. It will also cost you some money to install the modifications and hacks if you do not install your self, but someone should be able to do this for you fairly cheaply.

If you want to have a site like this, you need to either buy VBulletin or be able to code something directly equivalent. $50 won't even get you enough to advertise your forum.
