Keyword stuffing - PR0 but second place in result set

Hello all,

I thought it’s old and very known trick for SE and Google knows very well how to take care of it.

But I was very surprised to see that http://www.licweb.com/nearlic/index.cgi?read=1127 occupies SECOND position in search results for "register gmail".
http://www.google.com/search?hl=en&lr=&ie=UTF-8&q=register+gmail

Search results total of 353,000 and page has PR0 !!!

Any opinion as to why is it happening.

I would assume it’s a bug.
