iam looking to set up a quick portal..

what are my best options in terms of the free stuff out there?

must be able:

1) post news/articles
2) create votes
3) take XML/RSS news feeds from other sites
4) allow user login,tracking
5) forum or integration of forum
6) free or cheap
7) windows; mysql and PHP or ASP/CF
8) avialable and cheap skins
9) RSS or XML export for integration into other sites.


it will be setup from sctrach (i can do all that) and be able to be admin by a total amatuer..(not me, cheeky)

bTW its football related(soccer) so any avail skins would help..

oh and need to get it set up within 3 weeks
